Other instances could be quoted which have formed the subject of cor- -respondence between His Hajesty's Consul-General and His Lajesty's Minister. The action of the Canton Authorities in the matter of the circulation of their unsecured notes in this Colony is an example of the second deficiency.

The results of the revolution of 1911 are so

far very remarkable. For a people who, whatever the faults of the Manchu Government were, enjoyed in a remarkable degree personal liberty under it now find themselves under a Government which is much less efficient, more corrupt for Chinese who know their tenure of office is insecure cannot resist the temptation to grow rich quickly - and compelled to rely on liartial Law to maintain its position. There seems no immediate prospect of a return to normal conditions so far as the administration of the law is con- -cerned.
